Hace cuatro años, después del fracaso de la delegación mexicana a los juegos de Barcelona, Salinas expresó su insatisfacción ante ese resultado y en consonancia con su talante tecnocrático, dispuso que se formara una Comisión destinada a diagnosticar lo ocurrido y a proponer soluciones a los problemas del triste deporte olímpico mexicano.
