Columna La Calle relativa al delegado apostólico, Girolamo Prigione cumplió dos objetivos que le fueron instruidos: someter a su autoridad a los obispos mexicanos (que jurídicamente son autónomos) y cambiar la situación legal de la Iglesia frente al gobierno, incluyendo el establecimiento de relaciones con el Vaticano; buscó acallar o reducir la influencia de obispos que tenían voz propia, muertos don Sergio Méndez Arceo y don José Llaguno, prelados que modificaron con caridad cristiana la vida religiosa en sus diócesis, su blanco del autoritarismo de fue el obispo de san Cristóbal de las Casas, abundó en que la destitución del obispo se había convertido en una prioridad política del salinismo, la decisión estaba tomada, pero no fue labor sencilla ponerla en práctica por las reacciones que suscitó, y tres meses después la insurrección zapatista obligó a aplazarla sin fecha.
